Summary of Changes
This pull request (PR) updates the filesystem framework package from version 3.1.0 to version 3.1.3 to fix issue #45905 .
Release notes:
All changes: joomla-framework/filesystem@3.1.0...3.1.3
The other changes beside the fix for the mentioned issue are already included in 5.4-dev and have been tested there already with PR #45777 .

Actual result BEFORE applying this Pull Request

Extension is uploaded and installed successfully.
Additional information
In 5.4-dev we are already on version 3.1.2, so there the update is only the 3.1.3 with the fix for the mentioned issue.
In 6.0-dev we have to update the 4.x version, for this I will make a separate PR.
